Why do Horses not need Insurance when on our Roads

If all road traffic users were to carry Insurance cover, then it would be a much safer place for Road users.

Recnt traffic accident involved horse who was not insured, cost me my no claims bonus.

Costs prohibitive for Equestrian road cover?

Suppose a person who does not ever drive had damaged your car? Should everyone walking down a street be required to have car insurance? I assume your no claim bonus was revoked because you placed a claim for damage, which was your choice. It would be the same if the horse (or more accurate, the person who should have been controlling the horse) did have insurance. A claim is a claim. In my opinion, a civil suit is in order to recover damages.
